The Bookmarks Bar appears on startup, even though I have it turned off in Settings.

It does go away when I open an actual webpage, or when a new tab opens, but I don't want the Bookmarks Bar to show anytime, and especially not at startup.

Is there a way I can stop this behavior with a custom configuration?
