I solved the problem by clicking on settings, apps, epic browser, battery and clicking on "unrestricted" under "Manage battery usage".

It read full articles with Android 12. After upgrading to Android 13 it only read a few paragraphs. It stops reading shortly after the screen turns off. If I keep the screen on by moving my finger on it the full article is read. So it appears that Android 13 turns off the app after the screen turns off.
