Ended up creating new local Windows Users-type profile, grant access to installed path for new user. Works fine. And is actually a better setup as EPIC and all browser use is isolated to that new user.
Some say ransomeware doesn't care if it runs in a User-privileged account, it will trash documents in it but User-privileged accounts don't have access to other profiles. Admin-privileged accounts do. And User-privileged apps can do global damage.
Have been using Epic with local user with no admin access. As of today, browser won't start unless either ran AS ADMINISTRATOR (opens default view plus missing bookmarks) or switch to Windows ADMIN account profile, and run EPIC there, which then all bookmarks show but does not seem to be using AMDIN per se.

Update: tried uninstall/reinstall. Still same. suspect a windows update.
