Sorry, don't have an answer but I'm here to second this. Having the same issue, though I also think it depends on the provider. While at home the proxy doesn't work at all, on any of the locations or settings. At work we have public internet and iirc it works there. I would try to investigate further. That was my only method of watching youtube on pc, so i would love to see this issue resolved.
