epic's encrypted proxy (being approved)

What must I do to switch on the button epic's encrypted proxy and/or to choose a country .
Actually it is blocked and I can't move it !

Argh, this isn't good.  Try "Reset Epic" at the bottom of Epic's settings page and then close/re-open Epic.  See if that brings back the proxy icon.  The proxy is controlled by a green/red plug icon at the top right of Epic.
