A couple of posters with this problem reverted to the previous version of Widows 10 and everything worked properly.

"Yes, I can verify that the Epic Encrypted Proxy is not activated on a new install.
Also, if you activate Epic Encrypted Proxy and close the browser and run it again, it is deactivated unless you activate the Ad Blocker too.
Version 91.0.4472.124 (Official Build) (32-bit)"

Operating system Windows? Version?

Epic's AdBlock and Encrypted proxy / VPN extensions are bundled in Epic, but still need to enabled upon install.
You can enable them via this page in a few seconds:
chrome://extensions/
That's just the Epic extensions page.

If you don't see the proxy and adblock extensions on the extensions page to enable, then you can try "reset Epic" at the bottom of the settings / preferences page. Then close / re-open Epic and see if they're there. Sometimes in China, the proxy extension is blocked...so you may need to do this while connected to a VPN.
