proxy not masking IP address

When using Epic with proxy on, if I go to whatismyipaddress.com it comes back with the New Jersey IP address, as expected.

However, if I go instead to whatismyip.com it comes back with my real IP address.

How is a site like whatismyip.com able to determine my IP address even with proxy on? Doesn't this indicate that in principle any website could determine my IP address even with proxy on?

Same issue since a couple of weeks ago: whatismyip.com is able to track my real IP address, reporting Epic Browser IP as proxy.
