Once Again Proxy Changed To New Proxy

Brought up Epic Privacy browser this morning and it opened with a proxy starting with 104.  Opened a second window, same instance of Epic, and the proxy had changed to 199.217.118.201. The site I tried to open does not allow the use of 199.217.118.201 for some reason. Why does the browser change when opening a new window? The proxy starting with 104 is acceptable to the site I visit. Very frustrating. Is there a way to log into a specific proxy or is it always the 'luck of the draw'?

Thanks for the post and sorry for inconvenience.
IP should not change in a browser session.  We will check into this.
We distribute our proxy traffic on our servers. So, you are getting different IP on every new window.  As of now, users don't have a choice to select IP's
