Epic always wants to be in the foreground

I'm running Win 7 x64, and I had a major problem with some programs hogging the foreground, requiring them to be minimized to see new programs.  I thought I'd fixed it when I came across a couple of registry edits and it seemed fine, this morning every program is behaving properly except Epic.  When it is up on the screen, nothing can come in front of it.

I know there's a Chrome extension called Always On Top, I don't have any extensions loaded.  Any suggestions?

After windows update 2018/08 I saw the same problem on my win 10 laptop.
When I did a restart the problem was gone.
