flash updates

when can we expect to have epic with latest or updateable versions of flash? current version in epic is  16.0.0.235 which is almost a year old, with latest version (at time of writing) is 19.0.0.185. Given the frequency of security issues and vulnerabilities (not just from Adobe...) why can this not be updated more frequently?

I know theres a way to enable latest evrsion in epic but it simply does not work
